Tasks

The Centre is responsible for carrying out nationwide tasks for the public statistics system as a whole regarding statistics on small and medium-sized enterprises—covering every stage of the work involved. It handles the acquisition, compilation, and analysis of data—both basic and specialized—concerning phenomena and processes within the micro-enterprise sector.

It provides official statistical data on the economic situation of micro-enterprises, which constitute the largest group of enterprises in Poland. The data obtained serve as an essential component of the state's information system.

As the unit responsible for the micro-enterprise survey, the Centre—together with its branches in Brzeziny, Piotrków Trybunalski, and Sieradz—performs the following tasks as part of the Office’s area of ​​specialization:

 1)   recognizes and analyzes the demand for data and statistical analyses and takes actions to meet them,

2)    initiates the programming and planning of the survey conducted using the SP-3 form (Report on the economic activity of enterprises), including:

  1. defines the subjective and objective scope of the audit, as well as guidelines for the implementation of the reporting obligation by reporting entities,
  2. prepares substantive form templates with explanations and estimates the number of paper forms to be printed,
  3. develops the survey methodology as well as definitions of concepts and classifications,
  4. updates and corrects registers and statistical surveys, creates records and participates in drawing samples for the survey,
  5. prepares assumptions for IT systems related to the collection, processing and analysis of data and participates in their testing,
  6. collects, accumulates, stores, processes, analyzes and develops statistical data,
  7. carries out the inspection and approval of provincial and national collections, working and result tables,
  8. analyzes the quality of data and the completeness of the collections, with particular attention to the causes of missing responses, and takes corrective actions,
  9. conducts work enabling the use of data collected in administrative sources and processes data from administrative sources,
  10. conducts work on assessing the quality of the study as a whole and takes steps to improve its subsequent editions,
  11. opracowuje, prezentuje, upowszechnia i udostępnia wyniki badań i analiz statystycznych oraz przygotowuje materiały analityczne;

a)    prepares results, analytical data, and information for publication in accordance with the statistical work plan and the publication plan,

b)    provides generalized data from the survey for public statistics units and external users,

c)    initiates and conducts methodological work for test and pilot studies,

d)    participates in working and expert groups that improve the quality of research,

e)    monitors changes in national and international legislation and conducts work to adapt the study to applicable legal requirements,

f)    prepares proposals for the statistical research program of public statistics and for multi-annual statistical development programs,

g)    calculates the workload and analyzes the costs of the study,

h)  collaborates with relevant departments and other statistical offices regarding the surveys being conducted and the integration of other statistical surveys.

As part of small and medium-sized enterprise statistics, the Centre conducts the following surveys:

  • SP-3 – A report on the economic activity of enterprises; the form includes information on the number of persons employed, the value of fixed assets, and the enterprise's financial results, as well as specialized data regarding trade, catering, transport, and healthcare. Additionally, the survey includes a section on foreign capital in micro-enterprises, used to compile the KZ survey (Report on entities with foreign capital).
  • A survey of newly established enterprises providing information on the conditions surrounding the creation of new enterprises in Poland, their development, and their activity status during the first five years of operation. Data are collected via an additional section attached to the SP-3 (Report on the economic activity of enterprises) and SP (Annual enterprise survey) reports.

The surveys conducted at the Centre constitute the only source of statistical data regarding the types, scale, and economic results of the entire population of micro-enterprises.
