Additional information:

In accordance with the Act on Official Statistics of 29 June 1995 (Journal of Laws No. 88, item 439, as amended), Statistics Poland ensures:

  • equal
  • simultaneous
  • equivalent access to statistical information.

All information obtained from surveys conducted in accordance with the statistical survey programme constitutes official public statistics data, regardless of who conducts the surveys.

The terms "personal data" and "individual data" are defined as follows:

Pod pojęciem danych osobowych i danych indywidualnych należy rozumieć:

  • personal data – data concerning natural persons, relating to their lives and circumstances. They always pertain to a specific individual (Art. 5 para. 1 of the Act on Official Statistics).
  • individual data – data concerning economic entities, other legal persons, organizational units without legal personality, and their activities. They pertain to a specific entity (Art. 5 para. 1 of the Act).

Such data may be used exclusively for statistical compilations, tabulations, and analyses, and for the creation—by official statistics services—of sampling frames for statistical surveys conducted by those services. The disclosure or use of individual data and personal data for other purposes is prohibited; they are protected by statistical confidentiality (Art. 10 of the Act).

Aggregated data may not be published or disclosed if it would be possible to identify data relating to specific individuals or economic entities based on them. This means that data characterizing the economic performance of business entities may not be disclosed if a given aggregation comprises fewer than three entities or if the share of a single entity in a specific compilation exceeds three-quarters of the total.

Rules for making data from the REGON register available

The National Official Register of the Territorial Division of the Country (TERYT) is maintained by the President of Statistics Poland. It operates pursuant to the Act of 29 June 1995 on Official Statistics (Journal of Laws of 2021, item 955) and the Regulation of the Council of Ministers of 15 December 1998 on the detailed rules for maintaining, using, and making available the national official register of the territorial division of the country, as well as the related obligations of government administration bodies and local government units (Journal of Laws No. 157, item 1031, as amended).

It comprises the following systems:

  • TERC - identifiers and names of territorial division units,
  • SIMC - identifiers and names of localities,
  • BREC - statistical regions and census enumeration areas,
  • NOBC - address identification of streets, properties, buildings, and dwellings,
  • ULIC - central street directory,

which constitute the mandatory standard for territorial identification for bodies maintaining official registers and public administration information systems, and enable the analysis and presentation of socio-economic phenomena at various levels of detail—such as by voivodeship or locality, or broken down into urban and rural areas.

Making data from the TERYT register available

The digital boundary layer for statistical regions and census enumeration areas within a specific voivodeship is made available upon submission of a written order to the Statistical Office in Łódź.

The digital boundary layer for statistical regions and census enumeration areas covering multiple voivodeships is made available upon submission of a written order to the Information Department of Statistics Poland (GUS).

Spatial data—specifically statistical units—are also made available via the INSPIRE services subsystem on the Geostatistical Portal. To enable access to data for these units, a viewing service displaying current statistical division boundaries has been launched, alongside a download service providing free, registration-free access to datasets containing statistical division boundaries for the years 2011, 2012, and 2013.
